Leap years are because our planet rotates about 365.24 times for every revolution about the sun. Redefining hours and minutes would not alter the rotation of the Earth, so it wouldn't avoid the requirement for leap years.

Personally, I'd love to see a week of EVE Online (I think Dave might really like it, given how lax the rules are. Player: "I got scammed!" GMs: "Sorry, we do not interfere with scams unless bugs are being exploited. Pay more attention next time.")

There's only 28 days in feb coz Julius and Augustus both wanted to have a month of their own (July and August). Both of them being kings,they wanted their month to have the most days (thus 31 days in july and august). as the first guy took a day from feb, the 2nd guy took another day from feb too. Originally there's only 10months and not twelve. (notice how September means seven, October like octopus means eight?) nothing much to do with axis or whatever...

It takes 24 hours for the earth to rotate once around it's vertical axis, which is why we have 24 hour days. DST (Daylight Savings Time) was started so that the work day would encompass as much sunlight as possible, this was mostly back when outside physical labor was the norm. There are several places in the US that don't practice DST, Indiana comes to mind.

Also, if you wanted to adjust the number of hours in the day so as to remove leap years, you would technically have to lengthen each day, not shorten it. Also leap years have nothing to do with the number of hours in the day, really, it has more to do with the Earth's rotation around the Sun.

I never did understand why February actually only had 28 days. Why couldn't they have just taken a couple of the days off of the months with 31? Would be more months with exactly 30 days.

LOL. I was hoping someone would suggest he actually buy a real copy of WoW + expansions, and level at least one char to 80.
